A T10 with ETICS?? That is a strange construction, and acoustically rather suboptimal. I personally believe in all or nothing, so:

Heavy stone + ETICS OR monolithic

If you take a 24 cm concrete block instead of a 30 cm T10 plus 6 cm more ETICS, you will definitely have better sound insulation in the end, the same insulation, and possibly even cheaper. Maybe even a 17.5 cm concrete block would work.

Roller shutter boxes are often weak points due to the "light" construction. And if there are also "holes" in the form of belt penetrations, it gets even worse.

I simply don’t understand.... You want to buy a plot of land on which additional soundproofing measures need to be taken. These would essentially be limited to "better" windows; with appropriate wall thickness - whether solid brick, hollow brick, aerated concrete, or also stone "x" plus ETICS from 16 cm. KS as a building material is slightly more expensive. I understand very well that you want to gather information before making a final decision. But wouldn’t it be a good idea to contact the responsible building planning office? And/or to use the time to have one or two conversations with suppliers in your region to get a sense of what they would "would" take as suitable measures based on experience and what this would roughly cost? You yourself write that the noise from the passing train is negligible; so it can’t be that elaborate. Maybe the development plan was also drawn up at a time when the railway line was more heavily frequented; today perhaps an exemption is possible? For all these questions, the responsible building planning office is the right contact; here in NRW they have public consultation hours on Thursdays. How it is with you, you should be able to see on their homepage; but an appointment can surely be arranged as well. From my point of view, it makes more sense to present recommendations from the caseworker/supplier here for discussion. Laypeople can rather respond to this if their construction project has/had rudimentarily comparable requirements. But even then, their answers are "only" approximate values, because not everyone builds in a region comparable to Potsdam. Rhineland greetings
