That is also not the city's business – they can provide you with the cost statement of the development plan.
No one here can reliably answer what the total cost of the development will be; among other things, it depends on where in NRW the plot to be developed is located. When we work with our partners as developers, we also first look at the conditions on site.
In my opinion, you will have to develop considerably more than 55.00 m; you want to sell plots, and these should also have proper access/development. From my point of view, it also makes no sense to first build a road only to dig it up again later.
By the way – what is supposed to happen to the farm?
Either way, you will become commercial if you want to handle the development and subsequent sale of the plots privately. Therefore, the advice of some users to contact a provider whose daily business is development is quite sensible.
