25 degrees is a proper black ski slope. There’s no more to gain with a steeper gradient, and you’d probably have to catch it more as twice 2m. Nothing more can be done with own effort, and since it’s behind the house, you most likely have to carry out the terracing before the actual house construction so that you can still get to the back properly with heavy equipment.
Besides the soil survey, a building inquiry would certainly be helpful. You just have to see how much you want to invest beforehand, only to possibly not buy afterward. That’s insurance against nasty surprises, but at some point, you go too far in advance. However, I would definitely have conversations with the building authority.
