I pray for you that this is not the case... then you might get a better price for excavation, but the foundation will cost you considerably more.

As a rule, you shouldn’t even request offers without a soil survey. If you do, I would get an offer for soil classes 3-5 and an additional charge for soil classes 6 and 7. Disposal separately for DK0, DKI, and DKII. That way you have prices for everything. A better approach is to have the soil survey done and simultaneously have a sample taken according to PN98 (the geologist has to cooperate since it is actually a bulk sampling). Then you know which landfill you have to go to.

If you build with a basement, you quickly have 500-700 m³ on flat terrain. That means about 1400 tons of excavation. Let’s say €10/m³ for loosening and loading, €7/m³ transport (1-hour turnaround with a 4-axle truck), and a good €30/m³ (DK0 Z0-Z1.2) for disposal. You can quickly calculate and you will almost come up with his price. Also keep in mind that the person needs a site setup (transport of excavator, standby, etc.). If this is not shown separately, it will also be allocated to the positions. The risk of the landfill is very high, and I can understand every contractor who sets high prices.

So the volume could be right. 10x10x2.5=250 250x1.5=375 1.5 because the ground is loosened.

Solution can be: rent an excavator, get an excavator operator via MyHammer. Then it's billed by the hour. That is usually cheaper than by volume. Then check if there is an area nearby that needs filling. Talk to the local builders and share the transport costs. Or separately request a contractor. They can transport to the landfill. Landfill costs then depend on the weighing ticket. Your provider chose the worst of both for you. Maximum buffer in terms of working time and volume. Also secured in terms of soil class. That means you only have security with the working time. That is only disadvantageous for you.

It also depends on the distance to the landfill and whether it even has capacity.

We did our excavation (about 700 cubic meters without basement) as a "DIY" job.
We had an excavator operator and 3-5 trucks; the whole thing was unloaded and distributed about 30 km away on another plot of land.
The whole thing cost around €9000.

At first, we also wanted to dispose of it normally at a landfill, but all within a 100 km radius were full!

My neighbor had about 1200 cubic meters (with basement) and had to pay nearly €50,000 for it.

We built in 2017, the offers were from 2016. Excavation of the basement and all civil engineering services were nearly €60k in the first offer. The second had offered €30k, the local one from the town €17,500. We paid €20k including excavation BK7, transport and landfill as well as new material. BTW, my sister built in 2019 and paid as much for moving soil and a bit of gravel (no basement) as we did. The world is going crazy, and those who work with dirt earn well (civil engineers, landscaping, ...).

Earthworks are supposed to start at the beginning/end of May. The building application will "hopefully" be submitted at the end of January. However, we already have an offer from our general contractor of €31,000 (I would say +- €2,000 could be realistic).
