That is also interesting. The property has a size of 522sqm. The floor space index is 0.4. And the building plot then only 10x10? That is also something I would like to understand. Why does one say with the floor space index that I am allowed to build 40%, but then only approves about 20%?

Yes.

Keyword "finality of administrative acts," such as one under the Building Code, which takes effect after one month unless the administrative act is contested or an objection is filed.

If the actual execution deviates (and is therefore not approvable, i.e., unlawful) from the approved plan, a construction stop is of course possible.

Your additional questions would be better placed in a new thread. In your case, by the way, the floor area ratio is 0.4 and the plot ratio is 0.8.
