If a building application has been submitted and it has been officially approved (including possible deviations) and construction begins, can the neighbors request a stop of construction because something does not suit them, or does the fact apply that my building application was approved?
No, you can indeed report something/many things that you do not agree with. The building supervisory authority checks. If necessary, it orders a construction stop if something is illegal. Only then!
Okay, but if I show the building authority my approved building application and can thus prove in black and white that the construction can take place, can the building authority still demand a construction stop and retroactively oppose my previously approved building application because they (the building authority) see everything differently or have discovered something illegal?
I initially understood it to mean that the building application approves the construction definitively and that no one can bother me anymore once I have the document.
My layman's knowledge: even against an approved building permit, action can be taken (among others by the neighbors) and, if necessary, a construction stop can be obtained.
