Was his electricity meter also checked? Possibly have the combination of the CEE16A socket and the meter checked as well.

I see it exactly the other way around. There was a calibrated interim meter. The consumption of the construction site is thus verifiable. What the neighbor did that year is not verifiable. At best, he has indications based on previous years' consumption.
The evidence clearly favors the builder.

If you don't pay, it ruins the neighborhood from the neighbor's perspective. If the builder pays, it ruins the neighborhood from the builder's perspective. Because one thing is clear: without heating, crane, etc., 300 kWh for construction power is a realistic measurement, 3400 kWh definitely not. It remains the feeling that the neighbor wants to enrich himself.

Maybe, but what good does it do the OP that we believe 300 kWh is within the range? By the way, the neighbor also has a calibrated meter.

Yes, and it says that he consumed significantly more than before (by the way, "only" a factor of 2 compared to the plausible consumption, not a factor of 10!). Maybe some device is broken for him, heat pump perhaps running continuously in heating rod mode? Still, one should somehow come to an agreement, in the interest of future neighborhood. Maybe initially split 50/50 and after some time (and again after the next billing) take another look or something like that? If his consumption is then significantly increased again, he takes over the full amount retroactively, if not, it stays at 50/50 due to not being conclusively clear. Or something like that.

What? A photo of what? Of the meter? The meter readings are, as far as I understand, undisputed. The only question is whether the amount of electricity in question was transferred between the meters (it must be if both meters are working correctly) or whether one of the meters is broken (and if so, which one).
