Construction of 2 retaining walls, development plan BW

the following is stated in the development plan, see attachment. The location is BW:

Now to my question.

I have to build a retaining wall with a height of 1.35m and a slope with another 50cm on top.

At first, I wanted to place it directly on the boundary to the sidewalk.
But if I understand correctly, I am not allowed to do that.
Am I allowed to do that if I place the wall further inside my property? (Question 1)

And I also want to place a retaining wall 1.35m high again with the slope 50cm high on the boundary to the neighbor.
Am I allowed to do that? (Question 2)

Why do you "have to" build this retaining wall?

With the neighbor, it is a matter of agreement, maybe they are even okay with it. Steps can also be used on the street side.

No, but I want a plot of land that is flat.
And whether I plant rice there or build a railway on which I can travel around my house doesn't matter.
