Or am I misinformed here?You should better go to the responsible authority with that idea - I guess it is not allowed to build a yard mound by the massive embankment on top of the retaining wall - but you never know how flexible some building authorities are.

The most extreme point is 1.25 m below your finished floor edge, however, this is an "outlier" and this point is almost fourteen meters away from your terrace corner.
