Then the municipality can practically give away the plots. Great!
The overall budget must break even. Not the individual items.
My interpretation is based on §63 para. 3 BHO. There are analogous regulations in state law.

I cannot confirm that for single-family houses. We also searched towards the Lower Rhine. Houses on leasehold are always significantly cheaper. Often still available much longer in the listings until they eventually sell. The realtors usually hide the fact of leasehold quite far down in the description.

But I do agree with you: if there is absolutely no other way, leasehold is the only option. Although I still wonder how happy you can be with the monthly lease payment given a current yield of over 3% on the leasehold. If the bank does not want to finance the land for me, there is a reason for that. Instead, having to pay 700 euros monthly leasehold does not make it any better.

This does not apply to the original poster! The cheap leasehold can be worthwhile!

The saying did not really go down well even before 1945, and back then it was even toned down. As if others could judge what someone deserves and what not. I find that very inappropriate.

Thanks, but thanks to everyone else for their advice. We will wait for the awarding procedure (if it ever starts) and then also for the second residential area.

Yes, okay, but the municipality could also have simply increased the deductions. The mayor I spoke with said that the municipality basically has to adhere to the standard land values. But not with the deductions, or rather, I had read in previous cases with other municipalities that they had granted up to a 70% deduction. If the municipality already cares about social compatibility and the burden on its citizens, couldn’t they have taken this route? Ultimately, one participates in the overheated prices, but anyway, it is what it is now and I can’t change it.
Shoulda, coulda, woulda! I also wish it were different, but the circumstances are unfortunately what they are. What has happened has happened.

... it shouldn't have designated any single-family house developments in the first place, but only multi-family house developments with a social component (proportion of social housing). That is unnecessary whining ;-)
