Clearing the building gap from garden use - what effort is required?

I was with my cousin and his fiancée today to view their potential building plot. The plot in question (620 sqm) is a building gap right in the town center and is currently used as a garden plot. In terms of dimensions, it would be ideal for a single-family house and is also flat (a rarity here). There are currently a few mature fruit trees, various shrubs, a large bed, and a small shed on it. It is maintained, but quite overgrown. Around it on all four sides is a hedge about 1.40 m high; I believe it is hornbeam. A building permit is available, and the development costs would be added. The plot directly borders a small cemetery (with 400 inhabitants, not every day is a funeral, so the location is okay for them). What should be considered when "replanning" as a building plot or with what costs should one roughly expect in advance in order to be able to build at all? I don’t have a green thumb, but I fear that the preliminary costs to make the plot ready for construction will not be insignificant. In particular, the root system of the old fruit trees worries me. The shed has to go, as do the old paving slabs. I also don’t imagine removing hornbeam hedges to be exactly fun or cheap. Not to mention the disposal. Since the plot is being sold privately, these costs should of course be taken into account when determining the price. If anyone has knowledge or experience in this regard, I would be grateful if he/she could share it with me. Have a nice Sunday!

If it is a building gap with an existing building permit, then it is already a building plot. Find out how far it is already developed. (Are there already connections on the property or do the connections have to be taken from the street?)

The greenery and the paving slabs are not a problem, the excavator can easily remove such things. For the shed, it would need to be clarified whether toxic substances were used. (It will be expensive at the landfill)

Thank you for the note regarding the definition of "Baugrundstück," you are of course right. At the moment, there is not much to see there. The development costs were stated in the listing at around 6,500 euros. The sewer and water connection are already on the property, as far as we know.

The question title "Turning a garden plot into building land - what to consider?" is unfortunately misleading / off-putting, because many readers in the post overview will think that knowledge of land-use planning law is required here. Perhaps you should ask a moderator to change it. My suggestion would be: "Clearing a building gap from garden use - what effort?"

Then the property is therefore normally developed. That means, as with EVERY property, the costs for the house connection are added, nothing more, nothing less. The only thing that leads to additional costs is the shed. That certainly won't be too expensive for a nice building gap where there are already trees, hedges, insects, etc. In a new development area, something like that first has to be "created" for a lot of money.

Edit: Pictures would be good. Otherwise, simply ask a disposal company.

400 inhabitants is very rural. Best to talk to the neighbors to see if there are any who make and burn their own wood. For a bit of fuel money, the wood and help with the work can be taken care of. Everything is burned here in the area.
It also creates points of contact right away.

Same with the stumps. It’s quite possible that the farmer three houses down has a stump grinder or knows someone who does...
