Let's put it this way, my father-in-law was a notary and if he refrained from something for legal reasons, then it was for a good reason. If several people see no option to find a clean solution, then that's quite a statement. With a single opinion one could still think that it is just an opinion. Several notaries? um, no good prospect for a good outcome.

What if you, for example, pay 1.5 times the cost price and the seller agrees in writing to the municipality to donate the difference between the selling price and the cost price to, for example, the volunteer fire department in the village?

Of course, one could try to challenge the whole thing with a specialized lawyer, but how long does that take? And what are the chances of success? Maybe there is also an obligation to build within a certain period? I assume the current owner has no interest in a buyback to avoid the associated costs and is therefore desperately looking for someone who finds a trick to circumvent these clauses.

And you believe that? If there were a solution, the professional seller (with several projects running) would have long since used it. Why would anyone, even if it's just in the countryside, first try to get a property only to then sell it "at cost price" with book losses? The delta plus a bit more (loans are cheap if you already have something), and a 120m² simple house would be on it and ready for sale.
