Too complicated, just disconnect the ERR.

One can attempt [Err Befreiung], the heating technician must cooperate and it must be precisely tailored to one's own situation to demonstrate why it is not economically sensible. General statements are not accepted. It was then too complicated for me.

Do I have a thinking error? In this way, we don't have any ERR at all. Thermostats are not installed this way at all. Nevertheless, the East Berlin regulation for room-wise control has been fulfilled.

Your actuator normally controls the valves in the distributor, if you unscrew/unplug the motor there and perform the thermal balancing, you don’t need the actuator at all.

Exactly. The actual ERR (= the thing where you set the temperature) can be quickly created in a visualization of your choice. Whether it just runs in the browser or on the phone doesn't matter – it controls the rooms individually. The motors cost hardly anything and can be resold later with minimal loss. What you do with all that stuff over time is up to you.

During the thermal balancing and disconnection, nothing is visualized or individual rooms controlled. The only control is the heating curve.
