we first have to clarify the terminology:
Is the paint coming off the concrete, is the plaster coming off the concrete, or is the paint coming off the plaster?

I can’t upload photos here. I’m not able to. I’m not very tech-savvy. Sorry.
It seems that the paint is coming off the plaster. The ceiling was probably plastered first and then painted.
And on an area of about 20x20 cm you can see that something is coming off and it is rather white-yellowish.
So I believe: concrete ceiling + plaster + white paint.

then it has nothing to do with the shutter oil. It is then a matter for the painter. It's simple. Remove the loose paint with a spatula, smooth the edges with sandpaper, and repaint.

An impact test on the ceiling could be revealing. Does it sound noticeably different in various areas of the ceiling ([damaged area/intact area])? Are there spots that possibly sound hollow? This could be an indication of poor adhesion of the different layers ([plaster/paint layer]).
