Approval-free does not mean you can do whatever you want. Therefore, my question about a development plan. Reading up on the State Building Code also helps. In my opinion, the neighbor should agree to your plan with a signature.

If you want to build a vehicle shelter on your property, you must observe some regulations. Here you will learn when a building permit is necessary and when it is not.
Procedure
There are two types of carports. Those requiring approval and those that are approval-free. Attention! If in doubt, ask your municipality which rules apply to your property. For carports requiring approval, you must still submit documents to your municipality. More about this under the section: Documents.
Who do I have to contact?
The building authority of your city or municipality is responsible.
Requirements
In most municipalities and cities, carports are approval-free if they comply with the following rules:

    [*]Ground area up to 30 square meters and a maximum average wall height of 3 meters
    [*]the length is at least 5 meters.
    [*]for border construction, the carport may stand a maximum of 9 meters on one border and 15 meters on all borders.
    [*]the width is set at 2.5 meters, for carports with one side wall 2.4 meters
    [*]3 meters must be between the carport and the street.
    [*]Construction on the property boundary itself and within one meter of the boundary is only permitted if the parking area is smaller than 36 m². The length may not exceed 9 meters. The carport’s peak height must not be larger than 3 meters.

What documents are required?
For vehicle shelters requiring approval, you usually have to submit the following documents. If in doubt, ask the building authority of your municipality or city.

    [*]Building drawings from three views
    [*]The estimated construction costs
    [*]A simple site plan with overview map
    [*]The carefully and fully completed building application, available at the municipality, the building authority or on the internet
    [*]The construction project must comply with the development plan

Tip: Manufacturers of carports often provide you with some of these documents.
What fees apply?
Within the rules, erecting is free of charge. For an approval, you will find out the exact costs from your building authority.
What deadlines must I observe?
In any case, find out before building the carport what is allowed in your municipality. Building without a permit is prohibited in Lower Saxony and punishable.

As described, a normal carport with 6 meters length is possible and feasible without a building permit. But woe betide if it does not comply with the regulations!
You could also put up a double carport, meaning going wider, but then with a building permit.
Please note the floor area ratio!
