And because it's so nice that you can't find a carport defined anywhere.

The garage regulations in RLP state the following:

And if you still have doubts and are hoping for a loophole, try a clarifying phone call with the building authority of the city or district. They will certainly provide the exact paragraphs and designations, as my predecessors have already tried.

In some rare cases, I actually know that carports may be built in front of the house right up to the street/the curb. But I really consider that an exception and it likely has to be explicitly allowed by the development plan.

Someone else you should normally be able to ask is an engineer, architect, or building expert, who is probably one of these. The Bauherren-Schutzbund, for example, offers an initial approximately 30-minute free consultation call. For further assistance, you can become a member there and receive additional advice. You can consider the Bauherren-Schutzbund as an almost neutral authority.

Comprehension question: Should the carport really be placed in front of the house, so that the usable depth of the carport would only be 3 m? It would therefore only be usable for cars like the Smart & Co, but not for "normal" cars?

(Now, setting aside the legal aspect ...).

well, asking such special questions but not even managing to upload a drawing or the planning drawing once. no one can really help you like that and everyone is just guessing what you want. that it is still so difficult in 2017 to upload a drawing or something similar online...

Well, I don't find the distinction that clear, but it does exist. Therefore, for reasons of clarity, the plan drafters should have also mentioned the covered parking spaces in the development plan, since §21a(3) of the Land Use Ordinance also refers to this term and thereby differentiates it from uncovered parking spaces. Nevertheless, I see no possibilities for you. Not all ancillary facilities are listed in §14 Land Use Ordinance; in my opinion, a parking space roof is included and is therefore not permitted in front of your house. You will probably have to redesign. : (how can I quote your quote?) 8) For structural facilities, other facilities, and installations that have effects similar to above-ground buildings, paragraphs 1 to 7 apply accordingly to buildings and property boundaries. This refers to the setback areas, which do not play a role here, since the carport presumably does not trigger any according to §8 (9) 3. Building Code RP. 4. Parking spaces An uncovered parking space would, however, be permitted here.
