Do you know if it still counts then, that is BECAUSE of the structure?
Well, if the structure is illegal, it counts at most towards the fees for regulatory measures. In case of doubt, you have to prove that the structure was legally erected, otherwise a demolition order threatens.
So far we have not informed ourselves further about the legal side.
That is regrettable, as in building in rural areas much depends on the individual assessment of the authority. Have you at least dealt with §35 of the Building Code?

I reject both variants. The red variant extends the development into the open landscape (garage does not count, as it is illegal), the yellow variant apparently exceeds the actual building boundary. The building submissions (your aerial photos) are not meaningful. I expect a to-scale site plan (carports seem too large) with justification according to §35 of the Building Code.
