"Natura 2000 is an EU-wide network of protected areas to preserve endangered or typical habitats and species. It consists of the protected areas under the Birds Directive and the protected areas under the Fauna-Flora-Habitat (FFH) Directive. With currently around 27,000 protected areas covering 18.6 percent of the EU's land area, Natura 2000 is the largest transboundary, coordinated network of protected areas worldwide. It makes an important contribution to the protection of biological diversity in the EU.
Human use of Natura 2000 sites is not taboo. Many traditional cultural landscapes in Europe have only become valuable through human management, for example the heathlands in northern Germany, which would not exist without sheep and herders. Use of the sites is therefore still possible and even desired, as long as it does not impair the species and habitats concerned or contributes to their preservation. The goal is to reconcile the interests of nature conservation with economic and social interests. Article 6 of the FFH Directive provides an instrumentarium by which the balancing can be carried out through a stepped procedure (see FFH compatibility assessment)."
