So you want to have the unfinished building demolished by the provider of a timber frame panel "prefabricated" house down to the top edge of the basement ceiling and then rebuild?
Besides , we also already have a thread from someone who absolutely wanted to continue building on a slab: - in this case, however, it was already planned for a residential house (whose plans he did not want to continue using); furthermore, several threads from (who had acquired a plot on which a wooden house had burned down except for the basement) as well as with a bungalow on a ten-year-abandoned basement and and also recently an inherited prefabricated house, of which only the basement is to be given a second life - so you are in very good company and have enough reading material for the silly season.

In your place, I would also get hold of the permit file for the existing house torso and carefully examine how it can be built upon or extended. Show everything you have here; there is plenty of creativity available!

A prefabricated house builder does not do such work. At best, they subcontract it, but usually they are only interested in a house from the top edge of the floor slab upwards. In this respect, you will need a demolition contractor here. The risk for you should then be rather limited in that regard.

Get a quote from a demolition company. Better to ask several firms.

Roughly 100 euros / m3 concrete and 70 euros / m3 masonry.
