Buy a 25-year-old shell structure

I also bought a shell construction. It stood for about four years, without windows (only walls and roof, at least plastered on the outside). Before construction was resumed, you could ice skate in the living room.

Now, four years is not 25, and there was neither electrical wiring nor heating in my case. So it is not quite comparable. Nevertheless, the immediate call for demolition surprised me too. I do not see it so negatively either. Of course, the existing structure must be professionally inspected. But if the house was watertight, much has been gained.

For completion at a rather moderate level of equipment (no "modern" gimmicks), I have spent, by the way, well over 1000€/m².

Since I live in a 150-year-old house, I can say something about it. The most difficult thing will be finding craftsmen who continue the existing work. Everyone wants to start completely anew and use their own suppliers. I don’t know why the electrical system or the entire heating system has to be redone, at most a few pipes and a new burner. The most expensive will probably be the windows if they no longer meet the regulations.

Are the detailed drawings still available, or better yet: also the architect who was in charge of construction at that time?

The photos look really good. The insulation at the top seems dry. No screed at the bottom yet. Is there already screed at the top? Windows will possibly be Standard 1.1. You can certainly compensate for that with appropriate insulation. Expanding the electrical system is also possible. Of course, the price is the question. I can't judge that. But I think if you are flexible, you can manage with 200,000€.
