Built-up area: Do the garage / carport belong to the built-up area?

Hello everyone,
I am still new to the forum and have only recently started dealing with the topic "building a house." That is why I have a very general question on this topic.
In conversations with different people, I have come across different statements. For this reason, I wanted to inform myself once in a separate forum on this topic: it is about the topic "built-up area" on a building plot:

    [*]As far as I have researched, a garage also belongs to the built-up area of a property. So if you build, for example, a double garage with 36m², these 36m² are deducted from the possible built-up area.
    [*]Is a carport also deducted from the built-up area?

That means: yes, both garage and carport are fully counted.

that is unfortunately wrong.

correct is:

the building footprint is FULLY included in the floor space index.

Ancillary facilities such as: garages, parking spaces, carports, driveways, ancillary facilities, and retaining structures must be included, however the floor space index may be exceeded by 50 out of 100 in this case.

Example:
1000 sqm plot with a floor space index of 0.3

house footprint bungalow 180 sqm

Check house: 180 sqm corresponds to 0.18 < 0.3 = so it is okay

in addition to the bungalow there is a garage measuring 6x9 meters = 54 sqm, a driveway, access path and terrace of 160 sqm. furthermore the builders want to plan a shed of 20 sqm.

so= 54 + 160 + 20 = 234 sqm

180 sqm + 234 sqm = 414 sqm corresponds to 0.41 > 0.3 = so theoretically not okay.

since according to Baunutzungsverordnung §19.4 the calculation of the floor space index may be exceeded by 50% with ancillary facilities, 0.45 is allowed. (maximum up to 0.8 floor space index)

0.45 > 0.41 = so allowed

everything can be found under Baunutzungsverordnung §19.4. eventuell können bebauungspläne diese Verordnung überstimmen.

to summarize once again: the footprint of the house may MAXIMALLY correspond to the floor space index. 50% of the floor space index (or in the largest case 50% of the house footprint) is available again for the outdoor facilities up to a maximum floor space index of 0.8.

Shouldn't the values be considered separately? 1000 sqm of which 180 sqm is house, floor area ratio = 0.18 1000 sqm of which 234 sqm are ancillary facilities, floor area ratio = 23.4 since ancillary facilities may be built over 50%, floor area ratio 23.4 / 2 = 11.7 total floor area ratio of 29.7, but that would be just on the borderline
