You are not anonymous in a small town. At least not in the neighborhood. But you also have bakeries, butchers etc. there. And Kaufland, Globus etc. are open here until 9/10 p.m. as well.

and a family can’t live on A16, or what? Ridiculous. Especially in this case, every imaginable combination is conceivable (he at home, she at home, both part-time, one part-time one full-time,...). The financial argument is no longer an issue here.

Not from a financial standpoint. But positions in B-pay grades are "rarely" suitable for part-time work, as the employer still has a say in that.

Neither B salary nor 16 A are usually part-time positions. Keep in mind, 14 A is senior teacher. So 16, that’s already something. And in the B class you’re already at the top and just behind the minister. Part-time doesn’t count there, but you have to be present, serve with your whole heart, soul, and all your strength, as you are paid accordingly. It's also important that those who are there are not just in a job, but in a profession. It’s about more than just earning a living. Okay? Thus, the sentence that the money is enough if one is at home or both part-time is just theory.

Civil servants are also entitled to parental leave regardless of their pay grade. Of this, 24 months may be taken between the 3rd and 8th year of life.
