Shell construction etc. at the latest by the start of construction.

Be careful whether tap water is already insured by then. At least in our case, it was not.
The insurance was then "automatically" converted into a building insurance after the building was ready to move into (tap water was then included). At the time of signing the contract, we had indicated the expected completion date and even finished earlier. It might be better to keep this in mind and also communicate the earlier date to avoid trouble with tap water damage.

We promptly had a tap water damage one day after the (water) system was put into operation/on the day the move was supposed to start.

Household contents had not yet been moved and were therefore not affected. After the damage, I immediately contacted the insurance of the previous apartment that the policy needed to be changed. Due to the notification of the address change, the insurance company also asked us on their own initiative whether a change was needed; however, in an emergency, that might be too late.

Therefore, I would say that one should have household contents insurance from the day on which a - uninsured - damage would hurt me.

I am torn between the Domcura Top tariff and the Huk24 Classic tariff.

The Huk24 tariff offers almost the same, but is significantly cheaper.

However, there is apparently no waiver of underinsurance here - but the following note on the website:

Why is there no sum insured in HUK24's residential building insurance?
The sum insured – it should correspond to the replacement value of the building immediately before the insured event occurs – must be determined by the policyholder and adjusted accordingly during the term of the contract. There is a slight risk of underinsurance.

Therefore, in our residential building insurance, we waive a sum insured. Through the sliding replacement value insurance, insurance coverage and premiums are automatically adjusted to construction cost changes. The adjustment is visibly reflected in the premium. In the event of a claim, the damages incurred are reimbursed at the current replacement value without any amount limitation (no maximum indemnity limit).

However, it is important that you answer our questions correctly when submitting the application and inform us immediately of any changes (e.g., renovations and extensions).

Is that bad and should one therefore rather sign up with Domcura, or is it not a big deal?

That is good. You are always insured for the new value. In the worst case, everything burns down in 2024, and you can't get a new building for today's price. [Neuwertversicherung] pays for it.

My credit contract states that the building insurance should be taken out at the moving replacement value if possible. The question, of course, is how much the premiums will increase then.

If you enter "Domcura Wohngebäudeversicherung Neuwert" in Google, you will get to Domcura's coverage overview. There is also mention of a sliding replacement value. It is interesting to take a look at the benefits table.
