Thank you all. I will try to "pin down" the GU on this. If he doesn’t do it, I’ll probably have to commission it externally. Fortunately, I know an energy consultant who would do it for me. I’ll keep you updated.

Well, the Gebäudeenergiegesetz itself is a law. Laws must be complied with. I am not sure whether the Gebäudeenergiegesetz proof is always and everywhere required for a building permit (in Berlin it is). But you have to build in such a way that the Gebäudeenergiegesetz is adhered to and must prove it if necessary. In this respect, you are motivated by your own interest. Because you are responsible for it. If someone else provides the proof for you, they are responsible and insured if necessary....

The energy certificate is, to my knowledge, part of the building application. After all, the building authority has to know what it is approving. And a new building nowadays simply cannot be approved without an energy basis.

But it is exactly the same with (Energieeinsparverordnung bzw jetzt Gebäudeenergiegesetz), which is also the basis for house construction itself, for the offer price and equipment. You have to know what you are getting. When buying a car, it is comparable to the horsepower figure.
