Out of interest, how would the case discussed here be assessed if: - Preliminary building inquiry from the building authority for building in the outskirts is positively decided (in writing) - Actions to acquire the property and land valuation etc. begin - The building authority revises the decision and revokes the preliminary decision with the reason "outskirts" Does one have any legal recourse there? The reason for the revocation corresponds to the reason why the inquiry was made in the first place. Is the authority simply allowed to say "yay" then "nay"?

The authority is no longer authorized to say "nay" after the preliminary building inquiry has been approved (unless a certain period of time has passed). I have also researched this 110% in this regard.

I think that sums it up very well. You were very lucky. Unfortunately, I have to shake your belief. The land use plan amendment has been legally binding for almost a year now (09/12/2019). So you did not build in the outer area. Yes, because the procedure for the land use plan amendment was already well advanced at the time of your building application - the amendment resolution was already passed in October 2018 and the public display had already started when you submitted your building application - but it was not yet legally binding. You should become a real estate agent. In the photos it looks like the house stands all alone in the open countryside, but from the aerial photo the approval as a rounding off of the village image can be better understood.
