Balustrades - Moisture penetration, cracks, and peeling paint

Hello everyone,

about 8 years ago I installed the balustrades. First the paint started to peel off and now, as visible in the pictures, they are starting to crack.
I am already aware that I have to tear some off. However, those where only the paint is peeling, I would like to save. What would be the best solution? Does the old paint have to be removed?
Which coating should I use then?
Where does the water absorption of the balustrade come from? Wrong mixture? Paint? Does the moisture come from below?
Some baseboards rest on the curb stones. I hope that something can be determined after the photo installation.
