Because the entry rate (mid swap rate) for 30 years is already around 0.40%. On top of that, you have to price in the risk of the 489 and consider the expiry. Refinancing costs for an 80% loan-to-value ratio are at best around 0.75% + 489 premium ==> then you are already above 1% on the bank's side, without having earned a single cent. Add a margin of 0.40-0.60 and you end up with a good rate, like 1.61% over 30 years. Now you can understand why no bank wants to give you anything for free and offer below 1%. You are always far from that.

I was at 1.65% with 30 years ZB in December, 90% loan-to-value. I then decided on 15 years and 1.19%. I think the deal was okay.
