Are plots more expensive for outsiders than for locals?

There are structures that simply make it obvious for the municipality to act that way. Take Sylt, a resident of Sylt can no longer live on his home island because it is unaffordable. Here on the Baltic Sea... there was building land, fully developed, for 115 per sqm. Almost all with a beautiful view of the Baltic Sea. Result: about one third weekend villas for Hamburgers. With the usual Home and Garden aesthetic. Dead, sterile, polished, uninhabited, quietly the granite fountain trickles... that is not the purpose of building areas.

In extreme cases like Sylt or other holiday areas, I would even consider something like that reasonable. We had a holiday apartment for decades on one of the East Frisian Islands and often heard about the problems and complaints of the locals. But they only ever complained about the high prices when they themselves had to pay them. However, I never heard anyone complain about the outrageous increases in the value of their own holiday apartment.... ;-)
(If you ever want to meet a millionaire, rent a holiday apartment from a local on a North Sea island; almost certainly the landlord is one...)

Building land was usually auctioned to the highest bidder to make the maximum profit!

back to topic:

No matter how noble a municipality’s reasons are for offering a local resident tariff: it is and remains discrimination based on origin and must be stopped immediately. What’s next? "Women pay double? Dinks with dogs pay half?"

That simply can’t be...

Perhaps it should be made a condition that the buyer also establishes their primary residence there (similar to a construction obligation). That would be a possible alternative ...

In our Bavarian community, this still exists, and quite officially. Building plot purchased in 2016, €71 per square meter for locals with at least 4 years of residence there, €78 for everyone else. Seems to be common here, officially offered like this in many communities.

They do that in Dk, Bieber. You can build right by the fjord for little money, but you have to live there. They have very annoying and aggressive authorities who even check the garbage bins to see if there's anything inside. If they figure out that it’s just a weekend house, they will expropriate you again.

yes, it was like that for us too. The question is whether that is still legal.
