They are not only afraid of condensation but probably also of such a wall, 7 meters high! You can't just build that straight up without having clarified the structural/static requirements.
Even a wall made of OSB etc. can't be built however you like, the same things must be taken into account.
The sheet metal wall of a storage hall is allowed to move or dent a bit, but certainly not in living spaces.

Are you thinking of underfloor heating? I actually believe that with regard to insulation you first really need to significantly up your game.
I don’t know if I am misunderstanding this whole thing, but an approved residential building with another apartment for the children and an outer wall with less than 10 cm (6 + OSB) material.....??
