My heating engineer had proactively suggested installing an ERR with a sensor in the main room to comply with the energy saving ordinance. It can then either always be turned up fully, or after installation I remove the actuators and let the ERR die a beautiful death on the wall...
Isn't it actually the other way around, that you can do without an ERR in the control room? Sometimes an exemption is possible, but it didn't work for me either.
