Hello, if there are no specifications about an attic to be converted in the development plan, then there is nothing against using the attic as a floor. Only 3rd building regulations apply. What does the development plan say about the roof shape, roof pitch, or ridge height and eaves height?

Now you mean the little white house, right? That clearly looks like 2 masonry floors and an attic. The roof is also quite flat. Are there dormers in it?
