Because sunlight in living spaces is the best thing a living area (including kitchen, dining) can have. South provides the best yield throughout the year. Windows on the west side catch the light in the evening.
Morning sun is less interesting for a typical daily routine. It's nice on weekends, but relaxation and quality of life are found more in the evening.

No, seriously: The probability of switching between car and house in the rain is very, very low. 2 times out of 100 is overestimated. On the other hand, there are 5 times a day when the utility room is used for other things.
So if there is the possibility for a more sensible location, then this door should not have priority.
