For example, we don’t have underfloor heating in the technical room at all. But since we also have a 1,000L buffer tank, XPS insulation and cement screed were used there instead of EPS. In any case, discuss such topics with your builder. I assume he is aware of point load issues and will execute accordingly, but the oven topic is no longer his responsibility. Involve him concretely in your planning and find a structural solution together through discussion.

The underfloor heating is currently being installed on the upper floor... No XPS was delivered there... All material is already on site

We are 3... According to TAB we have to provide 600. The HB said take 1000 then later you can run lower with WP even if 2 are taking a bath

Oh, because of the local heating? That's really intense. But I guess there's nothing you can do about it. Be careful with legionella. But of course, it could be that you are allowed to have [65°C storage temperature].

There is also the option to leave out the area of the buffer tank when laying the screed and then fully fill it with, for example, screed concrete afterward. Maybe that is what you plan to do. But then the issue of structure-borne sound decoupling becomes a bit tricky. Just go to the construction site and speak up?! I now regret the 1,000L buffer tank afterward as well, but they planned a heat pump that was too large for us anyway and the general contractor absolutely did not want to deviate from it. So that’s just how it is now. It would be better to have a properly sized heat pump and a smaller buffer tank.
