When is the best time to build a house

This was all decided by the EU back in 2010. From 2021 onwards, only nearly zero-energy buildings powered predominantly by renewable energy are allowed, if still necessary. For new government buildings, this has been mandatory since 2019!

Whether the house becomes significantly more expensive because of this... I'm not so sure. No more underfloor heating, a small heater if any (realized via ventilation).
Thus, gas in new buildings and monolithic structures will probably become a thing of the past.

My girlfriend and I are both 23 years old and employed, currently about €3700 net together.

Her job is quite secure or she can find a new one quickly if necessary. Possibly planning a distance learning degree alongside work.

In my case, I still have a 6-year contract with my current employer, after which a study program at the police is planned, where no financial losses are expected as a portion of the salary will still be paid by the current employer for 3 years.

A building savings contract will probably not happen since an equity fund is currently being saved.

In my hometown in the Hannover region, several new development areas are planned within the next 3-5 years. I’m looking a bit in that direction.

It should be in the Hannover region.

With an owner-occupied flat, it might be wiser to wait 2-3 years as the market seems to be slowly calming down.

Have you ever thought about the fact that with your planned studies, in 6 years you will only come home on weekends for 3 years? And after that, you might not be able to serve in your desired location? Unfortunately, you have no influence over that. At least not if you’re young at the start.

Where are they supposed to come from? Municipalities designate building land if they want new residents - not to regulate prices. The average plot does not become absolutely more expensive, but probably relatively: nominally stable prices, but for worse plots (small and pentagonal, or vineyard hillside location, backplot with narrow alley access, etc.).

So I assume that you are SAZ 12 and then want to go to the state police in Lower Saxony?

Don't forget that a minor accident with a meniscus injury can indeed lead to exclusion from the police.

Regarding the topic: I would save as much as possible. Some of it should be kept relatively flexible. Then make a list of what kind of houses you like and which ones you don't at all.
Then you can calmly observe the market. If a property is an option, you can study the development plan to see if it is compatible with the basic wish.

You can also follow construction blogs and maybe help friends. That way you gain experience.

That is correct, exactly. Of course, I am aware of that too. The risk is always there.
During my service time, I will also do an apprenticeship as an office clerk on the side, possibly further training to become a specialist/business economist in order to have an alternative just in case.

In addition, I still have a job at the airport, which I could expand if bottlenecks should arise.

As I said, save equity and see what opportunities the next few years bring.
