When are development costs for road expansion due?

Hey,

my girlfriend and I have two plots in prospect. The front one is located on a district road (this is not important for the answers to the question).

The rear one can be accessed via a municipal road. There is no building obligation for this plot. We want to develop this property later.

Now my questions:

When are the road expansion contributions and development costs due? Immediately upon purchase of the property, only when building, or when the road is renewed?

I hope my question is understandable and you can help me.

I think I read somewhere on the web recently that sometimes it can take a few years until a) the road is expanded and b) the bill also takes a few years to arrive.

(it's just bureaucracy :rolleyes

Sometimes the municipality waits until the last plot is developed. This happened with a colleague. After 15 years, he closed the last building gap, now the big bill comes for every household (just under €10,000 per household). Bad for everyone who hasn't saved up.

It depends on the development contribution statute of the municipality. In our area, the development costs in the new development area are only charged after the construction measure is completed (sewer + water); the compensation areas are charged to the property, and the electricity, lamps, and co are also allocated to parcel numbers. Accordingly, one pays development costs already after purchase and then, after completion and when the municipality's cost calculation is finished, an additional surcharge (by the way, we are already over €90 per sqm for development).

I find that pretty crazy! So with us, the development (turning arable land into a residential area with all supply lines, compensation areas, and construction roads) costs about €18 per sqm. The construction of the finished roads a few years later (when most of the plots are built on) is supposed to cost another €12 per sqm. According to the municipal statute, this corresponds to 90% of the actual costs incurred. I find it quite intense that it is so much more expensive with you...

well, you really have to be able to afford Bavaria... but for that you do live in a monarchy after all
