What may ceiling spots (in new construction by general contractor) cost?

.. why do you need, for example, built-in spotlights in the dining room ceiling? I have a fluorescent tube on the ceiling there - regular bulbs work too .. I also don't have spotlights in the bathrooms - well, in the main bathroom, but there we have a suspended ceiling, so that was easy.

It's a matter of taste, we only have spots in bathrooms and hallways. The kitchen might be okay, we have lamps there that are similar to spots. But in the living rooms? Or pantry?..

Open living area (approx. 22 m²): 7 spots
Kitchen (16.5 m²), including cooking island: 11 spots
Pantry (7.5 m²): 4 spots
Hallway ground floor (15 m²): 4 spots
Shower/WC ground floor (5.5 m²): 4 spots
Wardrobe (4 m²): 2 spots
Hallway/gallery upper floor (12 m²): 5 spots
Bathroom (16.5 m²): 8 spots
Total: 43 spots

This corresponds to less than one spot per 2 m² in the mentioned rooms and is thus well below the guideline I know (one spot per 2 m²)... I have already sat in some rooms (also living rooms) with one spot per 2 m², thanks to several circuits it wasn’t "uncomfortable" at all, why should it be?

That sounds like a total misplanning. Just a kitchen alone almost only needs task lighting, which you can’t achieve through spots, no matter how evenly distributed they are.
In the bathroom it’s ok, wardrobe too, but a normally sized shower/WC can get by with a mirror light (so also task lighting, namely at head height). No spots are needed there.
I see great potential for savings if you think about it and ask professionals who don’t just want to sell.
As for taste. I don’t even want to start on drilling holes in ceilings.

what is best to use in the kitchen? Are pendant lights so much better? For me, they’re more something for the dining room anyway

We have planned 5 L-shaped spots in the kitchen, along the tall cabinet side as well as the bar side, and two pendant lights above the island.

That really depends entirely on the kitchen design. Beautiful lights can hang over a nice sink island. Especially when you think of the American kitchen style. Likewise, the number of possible spots also depends on the kitchen design. If you have many wall cabinets with lights underneath, you need fewer, etc.
