The building law protects only the topsoil (§202) in case of significant changes to the earth’s surface. Otherwise, §9 (3) authorizes the municipality to set heights – also for non-buildable areas. Whether and to what extent the municipality makes use of this is up to it. If your quote is all there is on the matter, §§10 and 6 (1) 3. of the state building code can still prevent overly permissive modeling. In addition, §§9 and 10 of the neighbor law must also be observed.

The first height is 210.5 + the allowed 8 m. The drawn full floor does not necessarily have to be that. The drawn roof pitch at 8 m house width is 30°. If we become wider, a knee wall would have to be added anyway.

Then attached is my pitiful attempt to imagine the slope in 2D myself, which would lead to the garage. Here I was still assuming 3 m per floor. For the garage, however, 2.50 m would also be enough to avoid a downward slope into the garage.

Then another 20 cm will be added on top. We really do not need a railing to the garden. That would not correspond to the "open" concept. The fewer steps the staircase has, the better. Then we would have to pile up 70 instead of 50 cm.

I think you don’t understand, you are required according to Labo to install a fall protection from 80 cm upwards!
If you don’t do it and someone falls, no insurance in the world will pay.

And piling up 70 cm just like that... what was your budget again? And don’t forget your general contractor, civil engineer, etc. is not obligated to refill the excavation; if he doesn’t want to do it, he simply won’t.

Don’t imagine all this is so simple with your limited budget in connection with the conditions. Because it is not.

ok, I probably have to memorize the state building code and building law first. 18 years ago, these regulations probably did not yet exist in Hesse. At my sister's place, you can still fall 1.50 meters deep into the abyss...

How high should my budget be to realize this? How much does a centimeter of fill cost me? I'm not asking here for nothing. These implementations are worth a bit more to me than the ultra-modern tiled floor or a rimless toilet.

In the best case, for example, financing suddenly results in 20-50k more budget.

Excavator hours, disposal or acquisition (with a lot of luck free), transport, compaction when filling, retaining and securing

I assume she didn’t know any better or didn’t care. An architect or any trade involved in this direction must point out such things. So far, everyone has done so for me.

So, filling work with an excavator costs me (2017 offer) €105 per hour. That means just modeling. That already adds up to €3-4k. Or in other words, what you see out there will end up somewhere around €75k with carport, double rod mesh fence, a few little trees, terrace and paths. You currently see €30-35k in the current pictures.
