that's not the point at all. the branch line stands still for 8 months a year. the water inside it acquires germs over time, which then migrate back from the branch line into the original pipe and are then drawn off normally.
the relevant regulations state:
DIN EN 806-2, 18.3
To avoid stagnation, the installation must be designed so that, under normal operating conditions, the drinking water is regularly renewed.
DIN EN 806-4, 4.8
Outlet fittings and pipes must be arranged so that stagnation is reduced.
now, of course, one could speculate whether a water meter + connection terminal is acceptable. however, it is absolutely clear that the meter shortens the branch line after the tap and benefits the second paragraph.
our plumber argued exactly the same way back then when we wanted a connection area in the house. it was definitely NOT forgotten.
