Wastewater pipe concreted in the floor slab at the wrong location

There are still some things to clarify here, e.g., how exactly you built. Who was responsible for what and who had which tasks to perform? Did you build with an architect who was also supposed to handle the planning and supervision according to the contract? Did you build with a general contractor who was also supposed to take care of the planning, notification, and execution?

What did the different duties look like now? What did you plan and/or award yourselves?

We still have or are building with a house construction company. The plot was developed or the road was done by a real estate company with a development contract. I sent the cross-section and plan of the road to the architect and the floor plan from the real estate company. Construction started in January. In March, a letter came from the building authority stating that the foundation slab is higher than planned, and about 1 1/2 weeks ago, when water and sewage were connected, it was found that the pipes are too deep.

Is there a law that says you must ask about the measurements? No one asked.. Everything was done in one day

Uh, of course there is some legal basis for almost every step in construction. Even if you do not know these in detail (do not have to know them), you must comply with all of them. Now you hire an architect, or have sent him some documents. And now? Did the architect receive an order from you? If yes, of what content? Did he then commission a construction company? Who created the building notification / building permit? On what basis did the data go from A to B?

You see, there are very, very many questions to be clarified.

If the house is "too high," then are the pipes correct? Or is the house too high and the pipes at the same time too low?

Specialized lawyer for construction law?

But there is one.. But he doesn't seem to take his work very seriously. He wants to do an inspection quickly even though doors and stairs are still missing. Actually, the specified construction period of 6 months lasts until July 19th. With him, everything is always rushed. Two things already had to be redone. The chimney was faulty and the roof had to be reopened because he forgot the WC ventilation. I read through the contract again yesterday and found nothing that says the empty conduits are the responsibility of the client. Only on the plans does it say that the development of the property is the client's responsibility.

Somehow, new problems keep arising. The problem is that the matters usually have to be assessed based on the contractual [conditions]. You do respond quickly, but always very imprecisely and incompletely.

Go to a competent specialist lawyer for construction law.
