Wall construction on lime-cement plaster (healthy for living / mineral)

I had my hallway painted with silicate paint by the painter 8 years ago. Now I need to repaint the walls because my dogs are making the walls dirty. Wiping them off no longer works. Can I prime and then paint with latex paint? Or will it get damp under the primer or latex paint?

Why do you want to prime? Just put paint on, coat the wall with a rubber layer and done. Although I just find latex paint disgusting. But that's a matter of personal taste.

A painter told me that. Regular paint is not supposed to work because the paint peels off and mold can form. Silicate paint, however, bonds with the substrate.

Normal dispersion paint also works with a suitable primer.

Mold formation comes from Tikitaka Wonderland. It has nothing to do with silicate paint. But I still don’t understand why latex paint should be applied. Overpaint with dispersion silicate paint and that's that.

Because it is washable. My wife also wanted it like that on a wall in her plant room. I also said that it is dirt. Didn’t help. Latex paint on silicate does actually flake off eventually. However, in our case in such small particles and also with rather heavy wear on the wall (I have a daybed in the office where I often lean against the wall to stream on the monitor). Because that makes the wall dirty in the long run, I only painted a small strip with latex paint to make it easier to clean there. After about a year, the latex layer had rubbed off in some places. But as I said, that is with daily leaning... I would rather recommend to the person asking the question to stick a robust washable wallpaper there. Pattern or photo ([funny would be a photo of the dogs]). Firstly, the stains are not so noticeable there, secondly, you can really wipe it off without worrying it will flake off eventually.

I still don’t understand the connection to the original post, but okay. Good silicate paint with wet abrasion class 1, paint twice and then enjoy it for the next few years. No idea why someone would want to seal the wall with latex paint and what that has to do with healthy living etc.
