Without information on quantities/masses, the price estimates remain pure speculation. Approved 100mm perimeter insulation boards cost at least about €15-20/m2 for private builders: In addition, there are the adhesive and possibly plugs. Perimeter insulation requires a building waterproofing, which is either carried out by the developer or provided by the builder themselves. These costs must then be added. All measures affecting thermal and moisture protection in the earth-contact area must be carried out very carefully and with knowledge of the structural correlations.

Partial insulation of components leads, as already explained, to an increased risk of condensation formation in the uninsulated areas. Without knowledge of the spatial relationships and existing constructions, nothing really useful can be said on this topic. The details must be known.

Strange, I paid 10 euros/m² for the purchase - the adhesive cost me 140 euros. Although dowels are allowed in normal WU-concrete basements, I avoided them.

And honestly: Anyone can really attach the panels without cross joints - which I definitely would not say about the production of the building waterproofing (not to mention the mess).

We have an 11.50*9.50m house, and since this is a DH, it will probably be less rather than more, so I consider the price information to be realistic...

For the semi-detached house, I come to about 60m² of basement wall with one long and two short sides.
If I assume €20/m² for the insulation boards and add 5% waste, I come to €1260.
I would treat the concrete wall before application with bitumen primer (€30 including roller) and a bitumen thick coat (no data found yet on the requirement per m²).
I would then also use the thick coating as adhesive for the insulation.

To prevent condensation, I am inquiring about the insulation between the slab and screed in all basement rooms.

Could there be problems at the party wall? After all, there are only 5cm of mineral wool insulation between the basement walls. And the neighbor will presumably not insulate his basement.
Is it enough to bridge the 5cm with the insulation boards and rely on the minimal insulation effect of the mineral wool?
