Hardly. The background is probably something else.... not too big houses, not so built-up, blending into the landscape or something like that...

Why? Accordingly, the ridge height will be so high that you are allowed to build 2 full floors and an attic with exactly 40cm knee wall. Or the roof pitch is set extremely high with a reduced ridge height, but I do not suspect that...

Tox was quite brief, that's true. It can just as well mean single-story with simultaneous, calculated two-story ;-)
