Take an electric car without a sound generator. You will be surprised how many people do not notice you, as there is nothing to hear except rolling noises.

I often drive such a thing. In parking lots you cannot be heard, I can confirm that. While driving, there have been no unusual reactions from other road users so far.

On the street, people usually look before they walk. However, I have seen a pedestrian literally walk into the electric car because there was nothing to hear. Electric cars without sound are quieter. After all, more and more people are driving electric. I was also startled because suddenly someone passed me at 50. It was just meant as an example from practice for your explanation.

From personal experience, I know that almost nothing is as individual as the perception of noise. I myself have lived for several years at a busy intersection and it annoys me immensely. You don’t get used to it either. More to church bells than to traffic noise. Starting off at intersections, "revving up" by hooligans, rattling mopeds, trucks, buses, possibly agricultural vehicles in the village, etc. You have to decide for yourself what you find disturbing, as well as your partner(s). I wouldn’t pay any attention to other people’s ranting about "quiet" asphalt and the like.

No, it’s not babble. Starting at about 70 km/h, the quiet open-pored "whisper" surfaces are effective; at 130 km/h they reduce noise by about 6 dB. That corresponds to a halving of the sound pressure.
