Start building a house without a drainage permit?

Hello everyone,

our home construction company has been planning our single-family house since March 2017. We received the building permit in November, and subsequently the drainage planning was created and submitted to the local drainage authority (mid-December 2017).
Now we have received feedback that we can expect a processing time of 8 to 12 weeks. For ultimately 3 pages...

1st question: Could our home construction company have created the building application and the drainage application simultaneously?
2nd question: Is it possible to start the house construction (excavation, building the basement, etc.) before the drainage permit is granted?

We want it to finally get started...

So with us, the drainage planning was done directly with the building application documents, otherwise the district office would have rejected the thing immediately.

It is always like that. The development must be secured, otherwise you won't get approval. Maybe you confused something or are confused by the BU?

This can't be... I specifically asked our BU whether the drainage planning could be submitted with the building application, but they wanted to wait until the building application was approved.

This sounds like a delay tactic again, because the BU apparently is extremely overloaded.

But still, I wonder whether construction can/must begin anyway, since we have received the building permit. And it was not stated that the drainage permit must have been granted beforehand. What do you think?

If you have a building permit, you can build. Then it was basically checked at the office whether you can/could discharge your wastewater. It may be that you still need a permit from the wastewater association, but that is more to speed up the building permit and not afterwards.

It may vary from municipality to municipality, but in our case the building permit was only valid together with the [Entwässerungsgenehmigung] and we were not allowed to start beforehand (we received the [Entwässerungsgenehmigung] later due to a mistake by the [GU]).
