Making a drainage plan when the building application is "fixed" seems comprehensible to me - but I read drainage approval as an indication that a reservation is noted in the building permit. Whether the approval is necessary probably varies at least between federal states. It can well be that the house and drainage are processed separately for approval – for example, with the municipality responsible for the construction and the district responsible for all water issues. Then it is citizen-friendly if one can apply for one approval without already having to have the other. However, the contractor could have initiated both simultaneously.
