Shut-off valve in front of the water meter is leaking

I have the following problem. In our old building (single-family house), the shut-off valve at the house entrance BEFORE the water meter is somewhat leaky and drips, so it needs to be replaced. I live in a municipality in BW. I now read everywhere on the internet that the supplier is responsible for everything up to the water meter. I asked the municipality, and they now tell me that I have to hire a craftsman myself and have to pay for it. However, I cannot find any information about this in the municipality's water supply statute.

Am I wrong in thinking that the municipality is responsible here and should also pay for it?

I would almost say that it is none of the community’s business, but that they are only responsible up to the junction of the street. Even for the line on your property, you will be responsible. At least, that’s what I think.

So I too am of the opinion (!), that the basic supplier is responsible up to the transfer point. And that is the water meter. For example, with my father, a defective pipe located before the water meter was replaced at no cost to him.
