He was still too soft for heavy rain, that's why he is now lumpy. The fine material was washed away, the pebbles remained. But the binder is cement. That hasn't been washed out. Definitely not. Now just wait and see how hardened it looks. Whether you need to add something on top, or if Estrichwilly can even it out. Today you can't do anything anyway.

Why doesn't the esteemed foundation slab construction manager then protect his work from such exposure, for example with tarps?

You generally can't do anything or are you the site manager? Let the professionals handle it... that's what warranties are for.

Otherwise, a well-meaning piece of advice, relax or you'll come out 20 years older from your house construction, these are just minor issues.

UPDATE:

The surface doesn't look too bad, it’s not winning any beauty awards but oh well.

What I saw after removing the formwork I like less. As a layman, I can’t judge whether this is still okay, especially at the corner, but the boss of the foundation slab crew said it was completely fine (but of course he would say that).

I would really appreciate serious opinions on the following pictures:

I don't like it instinctively either. Do you have an expert? I would get one, even if it's just for the foundation slab.
