Can the garage be moved after obtaining the building permit?

Oh yes, then I can write another invoice :) Although I don't really like the answer "Ask the approval authority," I still want to give it here, because the construction or alteration of a garage in Lower Saxony is one of the projects exempt from approval, and thus 1.2 of the annex to §60 of the Lower Saxony Building Code provides enough leeway to spoil my additional business.

Does this also apply if the garage was applied for together with the residential building, or does this negate the procedural freedom?

The question hits the mark exactly. You can see it either way. There is a building permit for the residential house and garage. A deviation from it is to be made. So a supplement. If everything were already built, the garage could (under certain circumstances) be torn down without a permit and rebuilt elsewhere. An obligation to obtain a permit for the change, just because the garage has not yet been built, would make no sense. Therefore, I would ask the responsible authority for their view. Because even if their opinion were legally untenable, who would be willing to engage in a years-long legal dispute. Furthermore, the local authority would also have aspects in mind that are not even mentioned here, e.g., floor area ratio calculation.

There is nothing to add to that. Our shed was also not on the approved spot. Upon inquiry, the office requested an application for amendment as part of a supplementary permit (I don't remember exactly what it was called) and then everything was fine. It can be the same for you.

With us, it was only noted by the clerk in the file, no new approval required.

It was the same for us, also Lower Saxony... also without boundary development due to the garage. We wanted to move the garage by one meter. A request for change is necessary: it cost 80 or 85€ and then only took 2 weeks.
