In the case of cavity walls with core insulation, I would have an extremely bad gut feeling if you also put an ETICS (external thermal insulation composite system) on top of that. But I am not an expert here either (although I would not trust some "experts" either). The wall should become more vapor-permeable and better insulating from inside to outside. That is why "hard" facades should always be ventilated from behind.
Who knows, maybe the rock wool is already damp? Renovating that would be quite a fun task.... In any case, I would have such things checked by an expert before buying.
For me, the catch is at least with the core insulation. In the future, you won’t be able to add ETICS with KfW funding during an already necessary facade renovation.

The old building has a fixed floor plan, often "thin walls," and is limited when it comes to installing amenities like ventilation systems and underfloor heating. The basement is often only partially usable as well. On the other hand, the location of the old building is often better. If I could get an old building here with a 900 sqm plot for 150k, then with that bargain of a plot, I would tear down the old building and build new....
