The pure price per sqm/Living Area - here the €1,500.00 per sqm / LivingArea that I like to use - consists exclusively of the original construction costs for NRW in the KfW 70 version and turnkey (without painting work and floor coverings).

To the north it is cheaper, in the east even more so, and from the borders of Hesse and Rhineland-Palatinate increasingly more expensive down to Bavaria. I assume that the knowledge that sought-after cities/municipalities develop a dynamic of their own regarding construction costs is known.
